It is an honor to be requesting the help of the Pierce and Kitsap County residents for the installment of its first official Pop Warner football league. As you know Pop Warner is one of the largest football and cheer programs in the world. Currently there is a program in Eastern Washington and though we do have Fall had youth football programs currently none of those carry the distinction of being a part of the Pop Warner league. I wanted to create something that was a little bit more out of the box and that could give the community youth an alternative of learning the game of football and cheer.
This program could ultimately be a dominant force in the state of Washington in the years to come. The most important piece of this is that we as coaches need to help promote a safe environment for our youth to grow, learn, and have fun playing the game of football. When I say a safe environment I mean the coaches are all certified in the heads up tackling certification course in accordance with the National Federation of State High School Associations. The first priority of our pop warner program will be safety and that being said, all teams who decide to participate in the league will undergo a strict monitored three week tackling, conditioning, and stretching program. We have an opportunity to bridge the gap between promoting safe play and getting straight to the plays. Starting a system like this can be a lot of fun but it definitely is not cheap and that is why we are reaching out to our community for its assistance in making this happen.

Kids compete with other kids of similar age and size. Pop Warner is the ONLY youth football program (local, regional and national) that sets and enforces a strict AGE & WEIGHT MATRIX that reduces the risk and reality of injuries.
Pop Warner places value on safety measures that make a difference. That’s why we have also done things in football like reduce contact to 25% of practice time, eliminate kickoffs for our youngest divisions and require that any player who suffers a suspected head injury receive medical clearance from a concussion specialist before returning to play.
Pop Warner exists to use football, cheerleading, dance and a respect for education to develop strong, smart, responsible, healthy young men and women. We give them experiences that build their appreciation for and understanding of leadership, teamwork, and discipline.
While individual statistics may be more common, particularly among older football players, Pop Warner only recognizes the athletic accomplishments of the team, not the individual. We don't track personal tallies of touchdowns or yards rushing per game. We don't count sacks or blocked kicks. We applaud the athletic efforts of the team to reinforce the importance of teamwork, with each member.
We don't try to build stars. We don't want to over-inflate a young ego, nor do we want to risk injuring the self-esteem of a young person. Whether our kids have good days or bad, they are still an integral part of our team…and always will be.
NO TRYOUTS! – Pop Warner programs have no tryouts or cutting of rosters!
Programs in Several States & Countries – Pop Warner has active programs in several states and countries around the world.
More than just athletes! – Pop Warner is the only national youth sports organization in America that requires its participants to perform adequately in the classroom before permitting them to play.
Little Scholars Program – Pop Warner is the only national youth sports organization in America that rewards its members for their outstanding performance in the classroom.
Stability – Pop Warner is the oldest national youth football and cheerleading organization in the world. Founded in 1929 by Joe Tomlin, we now have over 120 leagues and over 325,000 members.
It's Inexpensive – Signing up for Pop Warner Football, Cheerleading or Dance is inexpensive. A typical registration fee for each participant ranges on average from about $175 to $200 for the season. *Registration fees are set by each local program.
Pop Warner National Championships – Each year, Pop Warner hosts the Pop Warner Super Bowl and National Cheer and Dance Championships. For the past 11 years, the event has taken place at ESPN's Wide World of Sports Complex™ at Disney World. More than 300 cheer and dance squads and 72 football teams compete for the right to be crowned Pop Warner National Champion.
National Scholar Banquet – Pop Warner hosts an awards program each year to celebrate the accomplishments of our participants. Nationally, we select First Team, Second Team and Honorable Mention All-American Scholars.
College Scholarships - Each year, we award scholarships for higher education to the most deserving students in our highest grade levels. Pop Warner is proud to have awarded over $1.35M in scholarships since 1993!
Mandatory Play Requirements – Everyone participates under mandatory rules of play, so every child is guaranteed to play.
Age-Weight Structure – Kids compete with kids of similar age and size. We set and enforce a strict AGE & WEIGHT MATRIX that reduces the risk and reality of injuries.
Volunteers & Coaches – We have over 40,000 volunteers and coaches that are being trained every year to offer the best and safest programs for you and your children.
It all starts here – The National Football League Players Association (NFLPA) estimates that between 60% and 70% of all NFL players began their careers playing Pop Warner Football.
Background Checks – Pop Warner programs nationwide are required to annually conduct a background check of Coaches, Board of Directors members and any other persons, volunteers or hired workers, who provide regular service to the league and/or have repetitive access to, or contact with, players and/or spirit participants. The purpose of these background checks is, first and foremost, to protect the children.
Safety, Safety, Safety! – Kids compete with kids of similar age and size. Pop Warner is the ONLY youth football program (local, regional and national) that sets and enforces a strict AGE & WEIGHT MATRIX that reduces the risk and reality of injuries. Datalys Institute’s research data show that Pop Warner Rules and Heads-Up Football Training result in injury rate that has 87% fewer injuries than non-Heads-Up/non Pop Warner programs.
Concussion Prevention & Awareness – In addition to its more stringent return to play concussion rules, Pop Warner took the lead in youth sports by creating a Medical Advisory Board. The Board was created to ensure Pop Warner remains proactive on all medical issues that affect youth sports, particularly football and cheerleading, with a primary focus on prevention and proper identification and treatment of concussions, hydration awareness, proper nutrition guidelines, and general health and safety issues.
Coaching Education Programs –The safety of our athletes is always the top priority and that is why we provide extensive training for all our football and cheer & dance coaches.
National Rule Book – Each Pop Warner Region, League and Association receive free National rule books for their organizations.
Administrative Manual – Each Pop Warner Region, League and Association receive free National Administrative Manuals, designed to keep each League and Association current on all administrative matters, as well as to facilitate the daily operational management of those local organizations.
Coaches and Adult Codes of Conduct – All coaches, football and spirit participants must abide by a Code of Conduct which includes several provisions. If any of these rules are broken, the League shall have the authority to impose a penalty.
Free Online Roster Program – Pop Warner offers a free online roster program to all of our members to roster their participants easily and effectively.
National Grants Program – For several years, Pop Warner and its national partners & sponsors have awarded thousands of dollars in national grants for teams and programs including start-up grants, national championship travel grants, equipment grants and more!
We surround ourselves with the best – Pop Warner is proud to have numerous outstanding sponsors, licensees, fundraiser's and partners who offer several amazing opportunities to our programs.
FREE HELP and DISCOUNTS – Pop Warner sponsors and partners such as Under Armour, Team Cheer, Shock Doctor and Cutters offer free equipment and uniform merchandise as part of a grant program for new organizations as well as those in financial need. Pop Warner partners also offer Pop Warner only discounts and rebates on merchandise such as footballs, cheer and dance apparel, fundraising items.
Competitive and Affordable Insurance – Pop Warner offers low-cost, broad insurance coverage as a benefit to its members. The Plan is specifically written to meet the needs of Pop Warner Little Scholars. The Pop Warner Insurance Committee, in conjunction with its Broker, periodically reviews the cyclical insurance marketplace to obtain the broadest possible coverage at the most competitive price.
Cheer and Dance!
Pop Warner Spirit teams have participated for several decades on the football sidelines (Pep Squads, Majorettes, etc.); however, cheerleading was not officially introduced until the 1970’s.
Today, thousands of youth participate in Pop Warner Cheerleading and Dance teams around the United States.
The Cheer and Dance Program offers teams a wide range of opportunity for young athletes at all skill levels: Novice, Intermediate and Advanced.
Pop Warner has established one set of spirit rules along with JAMZ, the Pop Warner Education Development Partner and the original developer of the Youth Cheer and Dance Alliance (YCADA).
Together with YCADA, Pop Warner is able to provide online educational courses for its coaches, administrators and judges on team skill levels for Cheer Teams (PW 1, 2, 3 & 4) and for Dance Teams (Pom Performance, Theme Dance & Hip Hop). Pop Warner also offers additional competition opportunities in Sideline Performance Cheer and Skill Games.
With continued education, the Pop Warner Coaching Staff provides basic instruction, training and conditioning for both football games and competition.
Teams participate on the sidelines at football games for home and most away games through to the Pop Warner Super Bowl. In addition to Game Day, teams participate in qualifying spirit events (League and Region) through to a Pop Warner National Championship.
The Pop Warner National Cheer and Dance Championships (started in 1988) are now held in December located in ESPN’s Wide World of Sports Complex in Kissimmee, Florida.
Pop Warner Little Scholars, Inc. (PWLS) is a non-profit organization that promotes youth football and cheer & dance programs for participants in several states and countries around the world.
With approximately 325,000 youth participants ranging from ages 5 to 16 years old, Pop Warner is the largest youth football, cheer and dance program in the world.
Pop Warner was founded in 1929, and continues to grow and serves as the only youth football, cheerleading & dance organization that requires its participants to maintain academic standards in order to participate. Pop Warner's commitment to academics is what separates the program from other youth sports around the world.
As the only national youth sports organization that requires scholastic aptitude to participate, Pop Warner is committed to developing America's young people on the field and off. Each year Pop Warner continues to expand its efforts in team and activity participation, as well as visibility and outreach in the community.

Pop Warner Little Scholars, Inc. (PWLS) is the only national youth sports organization in America that requires its participants to perform adequately in the classroom before permitting them to play.We believe that the standards we have set give these children a sense of responsibility and an appreciation for academics and athletics that will help them develop later on in life.
Like such organizations as the National Collegiate Athletic Association (NCAA)and National Federation of High Schools (NFHS), PWLS has academic guidelines and criteria that need to be met in order for a child to participate.
SCHOLASTIC FITNESS: NATIONAL POLICY
Proof of satisfactory progress in school is required. A 2.0/70% or the equivalent shall be the minimum grade point average acceptable to participate. In cases of doubt, conflict of opinion, or if a valid report card is not submitted, the nationally published scholastic eligibility form shall be used and deemed final.
NOTE: This rule as it relates to scholastic grades may not be made more stringent by any team, association, or league, as other rules may be. No local team/squad may be allowed to participate in Regional/National sponsored championships or bowl games if it has not met the nationally published scholastic requirements.
WHAT IF I DON'T HAVE A 2.0/70% GRADE POINT AVERAGE?
We understand that not all student-athletes are able to meet our scholastic requirements. If a child does not meet the requirements of scholastic fitness, he/she may fill out and submit a Scholastic Eligibility Form.
This form is to be completed by those participants in the Pop Warner program that have not met the National Scholastic Requirement of 70 percent and/or 2.0 Grade Point Average (GPA) at the time of certification.
This form must be accompanied by a progressing progress report or report card to be eligible for play after the October 19, 2015 deadline. That report must be dated between Sep. 1, 2017 and Oct 19, 2017.
If no progressing progress report or report card is given in this window then the player shall be found ineligible for the rest of the year. Download the Scholastic Eligibility Form.
POP WARNER ALL-AMERICAN SCHOLAR PROGRAM:
Each year, the most academically accomplished Pop Warner kids compete for Academic All-American status. This process begins at the association level and up through each of the eight Pop Warner regions to the national level.
In 2014 over 325,000 kids participated in Pop Warner. As our numbers once again reached record levels, a record numbers of All-American Scholar applications were once again submitted to us...more than 9,700 applications!
The Pop Warner All-American Program requires a minimum 96% grade point average to apply. After the applications have been processed, Pop Warner determines National First Team All-Americans (35 football, 35 cheer per grade), National Second Team All-Americans and National Honorable Mention Scholars.
